Join us for Coffee or Tea with Service Area #3!
The second Thursday of every month from 9:30am - 11:00 am, we'll be hosting an open house at the Service Area conference room at 629 Parkway Drive with coffee, tea and donuts for the community. This is an opportunity to get to know your neighbor, ask questions and to learn more about Service Area 3. This is a great place to get answers to your questions. At public comment at Board meetings, there is not enough time to respond to each comment so this is a good place to get responses and answers.

Report a Snow Plow Violation
Service Area staff and contractors don't see all of the snowplow violations. Our snowplow contractor does report some violations to us to follow up and issue violation letters. Most of the time, residents just need one courtesy letter to understand the law and change their habits. There is no violation fee associated with the courtesy letter. Please use this form to notify staff of a snowplow violation. This is an anonymous submission, staff will follow up to document the violation without disclosing how they found out about the violation. Violations include plowing across the road, storing snow on a property that isn't yours, throwing excess snow into the road or into the right of way.

Sign up for Board Meeting Notifications
As a government entity, by law, we are required to post and notify the public of any meetings, public hearings, agendas, audio and meeting minutes. If you go the Agenda and Minutes page, on the upper right hand side it says, "Tools" then notify me. Sign up there to get notification of any new documents that are uploaded including approved minutes or audio.
Please check the Agendas and Minutes page for the meeting agenda. Next to the agenda the audio and minutes are updated as they are approved.

About Service Area #3
Summit County Service Area #3 (SCSA3) is a form of special district known as a “service area.” All special districts, including service areas, are independent, government entities created to carry out specific purposes.
Summit County created SCSA3 to, among other things, “own, operate and maintain water rights and culinary and irrigation water retail services”. See Section 2-27-1 of the Summit County Code.
Although SCSA3 was created by Summit County, SCSA3 is political subdivision of the State of Utah that is “separate and distinct from any other political subdivision of the state.” See Utah Code § 17B-1-103. As such, SCSA3 is governed by its elected Board of Trustees and regulated by the State rather than Summit County.
As a government entity, SCSA3 is not a not a private water company nor is it an HOA.
- SCSA#3 performs road maintenance, snow removal, right-of-way management, culinary water system, water rights administration, trails, parks and drainage. We work cooperatively with Summit County to uphold their regulations and we rely upon them to provide enforcement support.
- SCSA#3 is funded through property tax, Ad Valorem tax, water rights administration fees, culinary water fees and construction fees. Seven publicly elected volunteer Board of Trustees direct the vision, policy and management of the Service Area with the assistance of a General Manager, an Office Manager, a Road and Water Operator and legal counsel.

Emergency Line: 435-500-6613 - Please know that water emergencies are for emergencies to the water system and main water line which is from your meter to the main line. If your pipes are frozen or you aren't getting water because of a problem from the meter to your house, please call a plumber.

Friday - 10am - 2pm, In person by appointment only
Staff is working and available more than the posted 'counter' hours but we want to ensure we have coverage for posted 'counter' hours. Please email or call to set up an appointment or confirm staff availability outside of the posted hours.
